The Fastest Way to Pass the Virginia MLO Exam
If you’re preparing for the Virginia Mortgage Loan Originator (MLO) license, you already know the stakes. Since August 1, 2018, all 50 states use the Uniform State Test (UST), meaning candidates take a single combined exam โ the SAFE National Test with UST โ administered by Prometric on behalf of the Nationwide Multistate Licensing System (NMLS). The exam is 120 questions in 190 minutes ($110 per attempt). You need 75% to pass. Virginia uses a calendar-year license cycle requiring 8 hours of CE annually.
Here’s the part nobody tells you: Virginia requires 20 hours of NMLS-approved pre-licensing education before you can sit for the exam. Pre-licensing courses teach you the material โ not how the exam frames it.
This 2026 Virginia MLO study guide is the bridge between your pre-licensing course and exam day. It strips away the filler, focuses on the high-value content that drives most exam questions, and gives you the TILA timelines, TRID waiting periods, ATR/QM standards, Virginia MLO Licensing Act rules, VA BFI / SCC procedures, and comprehensive VA loan content with statutory citations and memorable mnemonics.
Why So Many People Fail the Virginia MLO Exam
Most candidates walk out of pre-licensing over-prepared on broad mortgage theory and under-prepared on the things the SAFE exam actually tests:
โ TRID Timing Rules Get Twisted
The 3-day Loan Estimate, the 3-day Closing Disclosure wait, the three triggers that restart the clock (APR change, product change, prepayment penalty addition), and the dual definition of “business day” โ TRID alone generates 5โ8 questions on every exam.
โ The 27% Origination Section
Mortgage Loan Origination Activities is the single largest content domain at 27% โ about 31 questions. NISPEL, AUS findings, ARM mechanics, TRID tolerance categories, AND comprehensive VA loan content critical for the Virginia market.
โ Virginia VA BFI / SCC Numbers
VA’s UST section has unique rules: $150 application fee, 8 CE hours, 3-year record retention, 30-day response, 30-day reporting, $2,500 max fine cap (LOWEST in Tier 1), and SCC three-judge tribunal review. Miss these and you’re guessing on the easiest section.
This study guide fixes all three.

What is VA BFI and why does it matter?
The Virginia State Corporation Commission, Bureau of Financial Institutions (VA BFI) is Virginia’s primary financial-services regulator for non-bank lenders. VA BFI is uniquely housed within the Virginia State Corporation Commission (SCC) โ a constitutional body that regulates banking, insurance, securities, utilities, and corporations under Article IX of the Virginia Constitution. The SCC’s three-judge tribunal review gives Virginia regulatory decisions a quasi-judicial character.
How often do I renew my Virginia MLO license?
Annually. Virginia MLO licenses run on a calendar year (January 1 โ December 31), with a renewal window of November 1 โ December 31. Renewal requires 8 hours of continuing education: 3 federal + 2 ethics + 2 non-traditional + 1 elective.
Why is VA loan content so important for Virginia MLOs?
Virginia has one of the largest veteran/military populations per capita in the nation: Northern Virginia hosts the Pentagon and DC metro federal workforce, and Hampton Roads (Norfolk, Virginia Beach, Newport News) is home to one of the largest naval bases in the world. Quantico and Fort Belvoir add additional military communities. The result: VA loan origination is a major part of the Virginia mortgage market โ likely 25-40% of purchase-loan volume in some Virginia submarkets. MLOs serving Virginia consumers should be deeply familiar with VA loan eligibility, the Certificate of Eligibility (COE), VA funding fees and exemptions, VA appraisal requirements (Notice of Value), and the VA Streamline (IRRRL) refinance.
Why is Virginia’s $2,500 fine cap so low?
Virginia’s $2,500 maximum administrative fine per violation is set by the Virginia MLO Licensing Act and is among the lowest in the nation. Most states cap administrative fines at $25,000; Pennsylvania caps at $10,000; Virginia’s cap is the lowest among Tier 1 states. Note: this is the per-violation cap; cumulative fines for systematic violations can be much higher, and the SCC has authority to refer matters to criminal authorities or pursue restitution.
What’s TRID and why is it heavily tested?
TRID is the TILA-RESPA Integrated Disclosure rule โ the federal regulation that combined four older disclosures into the Loan Estimate (LE) and Closing Disclosure (CD). It governs the timing of disclosures: 3 business days for LE delivery, 3 business days before consummation for the CD, and three specific triggers that restart the 3-day wait. Expect 5โ8 TRID questions on the exam.
